The most popular destination —
and the most misunderstood rule.
Wits, UCT, Stellenbosch, Pretoria — thousands of Batswana have studied at them. But there's one legal requirement almost nobody explains properly, and it decides everything. Here it is, plainly.
"My BGCSE points are great, I'll apply to Wits" — that fails
South African law requires every foreign school-leaver to hold a matriculation exemption certificate (issued by Universities South Africa's Matriculation Board) before registering for a degree. And the Board's official Botswana rules mean BGCSE alone — at any grades — can never produce one. BGCSE counts as an O-Level-equivalent; degree entry needs one step more. The good news: there are three well-defined routes around it, and diplomas don't need the exemption at all.
The three routes that work
- The A-Level route (fastest to a degree). Two A-Level passes (A–E) plus three BGCSE/IGCSE credits (A–C) including English gets the exemption. Even lighter: four AS-Level passes at grade D plus one BGCSE credit including English also qualifies — meaning one single AS year at an A-Level school is enough. See the A-Level stepping stone →
- The progression route. Five BGCSE credits (A–C) including English plus either a completed 3-year diploma or a completed first year of a 4-year degree (for example at UB). Start at home, transfer with credit standing.
- The mature-age route. Aged 23 or older with four BGCSE/O-Level credits (A–C) including English — at least three of them from the same exam sitting.
The loophole everyone forgets: diplomas
The exemption law covers degrees only. Diplomas and higher certificates at SA universities of technology need no exemption at all — a BGCSE holder who meets the institution's own entry rules can enrol directly. And a completed SA diploma later unlocks degree entry via route 2. For weaker grade profiles this is the open door.
Money: being SADC is your superpower
- As a Botswana (SADC) citizen you pay local South African tuition at the big universities — not international rates. On top sits only a small annual levy: about R6,970 at Wits, R5,600 at UCT (2026 figures).
- The exemption certificate itself costs R1,070 (2026), takes 5–10 working days for a provisional letter, and is issued for ONE named university — switching universities costs extra.
- DTEF sponsorship can cover external study (36+ BGCSE points, citizens, finish before age 35) — but external-placement policy shifts yearly, so check the current call at tef.gov.bw rather than assuming.
Deadlines and paperwork — start a year early
SA university applications close before BGCSE results come out. UCT closes 31 July, Pretoria 30 June (Veterinary Science 31 May) — all in the year before entry. Plan in Form 4/5 with expected grades.
Study-visa checklist (SA High Commission, Gaborone)
- Membership of a South African-registered medical aid for the full visa duration — foreign or travel insurance is rejected.
- Proof of funds (roughly R3,000/month) or a sponsor/bursary letter.
- Police clearance (less than 6 months old), medical and chest X-ray reports, the university's admission letter, valid passport.
- Document copies must be certified by an SA mission, an SA university or a notary — Botswana police certification is rejected.
